Semantic rubbish

On the Natchez Trace Parkway in Mississippi, we find some semantic difficulties. Obivously the word on this bin is not a verb. Perhaps less obvious is the fact that the noun doesn't make sense either. Anything contained in the bin could not be—and probably never was—litter, by definition.
